Frankly, it appears to me that MDOT is doing nothing
more than passing the buck. However, I believe this issue still needs to be
addressed with you as I think the City of Ramsey, from what MDOT
personnel tells me, will control the situation.

When the Bank purchased the land from the City, I was told that MDOT
and the City all agreed that a light would be placed at 142nd Street with a
turn lane. I was told numerous times after the Bank purchased the land
and began construction that no changes had been made to this plan. I am
wondering whether public opinion or other factors have come to light that '
have in any way changed the City's stance as to whether or not a light
should be at 142"d Street and what those circumstances are.

It remains virtually impossible to make a left turn from 142"" Street
between the hours of 4:30 p.m. and 6:00 p.m. I am curious as to how
many accidents need to occur at that intersection before wisdom will
prevail and sufficient resources are utilized to alleviate the problem. Could
you please respond to me in writing at your earliest convenience as to the
City's position on this light and whether it will support the light in
negotiations with MDOT.

I look forward to hearing from you and, if you so choose, to meet with you
at your convenience r~.egarding the same.

//l~e/?,Jfl L.
