CONSULTING GROUP, INC.

Transportation · Civil · Structural · Environmental · Planning · Traffic · Landscape Architecture · Parking

MEMORANDUM

SRF No. 0982960

TO:

FROM:

DATE:

SUBJECT:

Steve Jankowski, P.E., City Engineer
City of Ramsey

Matt Hansen, P.E/~
Associate

September 17, 1998

TH 47 FROM 142ND AVENUE TO 153RD AVENUE
UNDERPASS PEDESTRIAN CROSSING

The attached sketch identifies a possible location for a pedestrian underpass from the south side
of CSAH 5 (proposed senior housing development) to the north side of CSAH 5. The underpass
design consists of a 3.0-meter-wide by 2.4-meter-high box culvert installed during the
reconstruction of TH 47 and CSAH 5. The estimated construction cost of the CSAH 5 underpass
is $140,000.

We previously submitted to you a sketch showing a pedestrian underpass crossing TH 47 south
of CSAH 5. As requested, we have reviewed the possibility of locating the TH 47 underpass
further to the south than shown on the sketch. It is not feasible to move the underpass southerly
due to elevation considerations. In order to maintain adequate cover over the box culvert, the
floor of the underpass would be lower than adjacent storm water basins and would require the
installation of storm water pumps to keep the underpass dry and in service.

The topography of the project area does not allow for a clean design of a pedestrian underpass or
bridge overpass crossing of either CSAH 5 or TH 47. The underpass will create the sense of
being in a long confined space (approximately 350 feet). The bridge option would obviously be
much more open, but would force the user to climb 20 feet in elevation by long ramps, which
would be a very circuitous route. Typically, these types of structures are not heavily used when
they are placed in the proximity of a traffic signal.

MDH/smf

Attachment

One Carlson Parkway North, Suite 150, Minneapolis, MN 55447-4443
Telephone (612) 475-0010 · Fax (612) 475-2429 · http://www, srfconsulting.corn

An Equal Opportunity Employer
