He stated that a list of about 10 architects was gathered using
resources such as the Anoka County Fire Protection Council and Metro Fire Chiefs Organization,
along with other fire agencies who have built fire stations in the recent past. That list was pared
down to four, and he asked authorization to send out an RFP to them.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize Fire
Chief Kapler to send out a Request for Proposals for the design of the second Ramsey Fire
Station to SEH Architecture, Symmesd Maipi & McKee Associates/Winsor Faricy, Tronssen
Wright Architects P.A., and Mjorud Architecture.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen and Zimmerman.
Voting No: None. Absent: CouncilmemberHaas Steffen.

Case #8: Ramsey Cemetery Upkeep

Mayor Gamec reported that he has had some conversations with people who have family buried
in Ramsey's cemeteries and they have expressed a concern about the maintenance and upkeep of
the cemeteries. He stated that he, Councilmember Haas Steffen, and Director of Public Works
Kapler reviewed both Foster and Trott Brook Cemeteries and they are not in good shape.

Director of Public Works Kapler stated that Trott Brook receives some maintenance. Staff is
proposing to use some public services through the Anoka High School Football group, on May
16, to do some of the maintenance. Also, the fence at Trott Brook needs repair. He suggested
that aRer the initial clean-up of Trott Brook is done, the maintenance should not be so time
consuming. With regard to Foster Cemetery, there is little or no maintenance done. The Anoka
County Historical Society is giving us the green light to clean it up to the point for occasional
maintenance to be enough.

Mayor Gamec stated that, following some maintenance, the City could work with the Historical
Society to take care of the gravestones, etc.

Mr. Kapler, referring again to Foster Cemetery, stated that the most this will take to get it in
shape is a lot of hard work. He suggested that three people, in one full day, will knock down the
majority of the heavy brush.

City Council/April 14, 1998
Page 12 of I7
