structure matching the park's status in Ramsey. A $48,000 play structure built by volunteers
would probably equate to a play experience three times that which is in Emerald Pond Park.
This proposed C.I.P. shows $20,000 in general fund expenditures acting as seed money for a
matching $4,000 in Lawful Gambling Fund moneys and $24,000 from the community at-
large. It is believed that some of our business community is established enough to want to be
involved in the community, perhaps to the extent that not only would they be able to provide
monetary contributions, but perhaps work with organizers to have some of the installation
occur on paid employee time. The Park and Recreation Commission has also discussed that
this project could be a good exercise to gauge residents' support for a community center in
later years of the plan. In addition, a community center task force, or committee, could also
serve as the organizers for this project and would likely benefit from the process and the
contacts. This project could also build on a sense of community in that it would likely
involve many different organizations within the City, such as the PTA, Ramsey Women of
Today, etc.

2000

0

83-acre Community Park #5 Purchase $155,250
The City has long identified a need for five community parks with an even distribution
throughout the City. This park site will not only serve community park needs, but also the
large number of residents within that recreation district, including Apple Ridge. $110,250
was derived from the Apple Ridge subdivision and intended to be used for this park's
purchase. One proposal for development of the park shows several single-family home sites
on the periphery of the park. This would aid in park security by having neighbors in viewing
proximity. In addition, the sale of several home sites would provide the funding necessary
for an interior street which would serve as a parkway. After construction, it is estimated
more than $45,000 could be netted from the sale of a few lots to be applied to the park
purchase.

e

Rivers Bend Park Irrigation, Drinking Fountains and Landscaping $69,000
The majority of this project would entail irrigating the softball and soccer/football field areas
of the park, which get four-plus days per week use through the course of the summer
recreation season. One drinking fountain would be located in the north portion of the park,
another would be on the south half. Since the park's construction, landscape improvements
have been limited and there is a significant need for said landscaping, including some
separation from the ballfield areas and the single-family homes off of 142nd Avenue and
Waco Street.

8. Central Park Land Payment

$30,800

Receipt of Outlot "A" in Reilley Estates in Lieu of Park Dedication for the Jack Miller
Property $15,000
The City may see development of this parcel known as the Jack Miller property in the year
2000. This is approximately 80 acres, which separates Woodland Green to the west and Bear
Park to the east. Mr. Miller is also the partial owner of a peninsula directly to the north,
