Staff feels we should have these proposals reviewed by the <br />adjacent neighborhood and then negotiate an acceptable development agreement that protects the <br />City, the developer and the neighborhood. To date, the mailing list consists of 43 property owners <br />adjacent to this property to the north. We expect that this mailing list may need to be expanded <br />somewhat. Prior to a decision being made, there needs to be at least one more neighborhood <br />meeting. Staff is asking for City Council direction to continue with the neighborhood process and <br />to authorize staff to attempt to negotiate an appropriate development agreement and to introduce the <br />ordinance that allows this to happen. <br /> <br />Gary Lien, 14620 Bowers Drive NW, Ramsey, asked if there are any plans for the use of these <br />funds from the sale of the land. <br /> <br />Councilmember Peterson replied that there is a park across the street and the money is dedicated <br />toward construction of that. <br /> <br />Mr. Lien asked if there is a fund for the development of parks. <br /> <br />Mr. Schroeder responded that a fund is set up to receive park dedication and that money goes into <br />the fund. Periodically, it's doled out. Since 1991, City Council has felt that when park dedication <br />is sufficient to develop a park, Council feels it should be done at the same time as the development. <br />In 1993, Council dedicated landfill interest earnings toward park development. <br /> <br />Art Reese, 6300 - 144th Avenue NW, Ramsey, stated he lives across from Hunter's Hill Park and <br />there used to be a couple of tether balls and teeter totters in the park. They just disappeared instead <br />of being repaired. He added that there is also a sledding hill on the back part of the park and <br />there's barbed wire on that side. Last year a child got scratched up and he wondered if the fence <br />should be there. <br /> <br />Mr. Schroeder stated that the tether bail repair/purchase would just come out of the maintenance <br />budget so he will check to see why that was removed. He thought maybe the teeter totter was <br />removed because of a request by the insurance company. They see them as dangerous, but he <br />would check that out also. He added that he will look into the barbed wire fence being there too. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to begin a process of coming <br />up with a development agreement and proposal and to continue the communication with the <br />adjacent neighborhood. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to introduce the <br />ordinance selling this City-owned property. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #10: Parabody Expansion <br /> <br />City Administrator Schroeder stated that staff has been working with Parabody trying to facilitate <br />their expansion needs. We have been approached asking the City to adopt a resolution to initiate <br />the process for Industrial Revenue Bond financing. Each year, in order to compete for this, a <br />resolution needs to be adopted for them to even make an application for the financing. It could be <br />they receive this adopted resolution, go after the funding, and not get it. If they compete and <br />receive the funding, there are additional actions required to complete that process.
