secured, the full faith and credit of the City of Ramsey is not impacted by the bond. Therefore, if <br />the issuer defaults, bond holders cannot look to the City to reimburse any shortfalls. It should be <br />noted, however, that with an issuance of this type, the marketplace assumes that the authorizing <br />City does conduct some due diligence prior to placing its name on the bonds. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />g96-12-342 relating to a project under the Municipal Industrial Development Act, giving the project <br />preliminary approval subject to a public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #11: <br /> <br />Adopt Resolution Authorizing Staff to Submit an Application for <br />MNRRA Plan Funding Assistance to the Metropolitan Council <br /> <br />Zoning Administrator Frolik stated that the Mississippi National River and Recreation Area <br />(MNRRA) has developed a Comprehensive Management Plan for the Mississippi River Corridor. <br />The National Park Service has made available matching grants to the cities and townships within <br />the MNRRA corridor in amounts up to $25,000. All applicants that meet basic requirements will <br />receive up to $10,000. The objective of basic funding is to assist the community to review and <br />evaluate river corridor plans, ordinances and other management programs to identify changes that <br />would be necessary to bring local plans and policies into conformance with MNRRA and to help <br />communities decide which steps they want to take. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution g96-12-343 authorizing application to the Metropolitan Council for Mississippi <br />National River and Recreation Area Plan Funding Assistance. <br /> <br />Further discussion: This funding assistance, if approved, can be accepted, rejected, or modified. <br />If the funds are approved, staff will consult Council prior to accepting the grant. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #12: 1997 Metropolitan Livable Communities Participation <br /> <br />City Administrator Schroeder explained that this is the second review of this proposed action. In <br />August, staff brought this resolution before the Council and with a 2/2 vote it did not pass. <br />Recently, the Metropolitan Council asked us for a second review. Each year it is expected that the <br />Met Council wilt ask each City if they are interested in participating in the Metropolitan Livable <br />Communities Program. It means the City agrees to working toward certain housing goals. Earlier <br />we set housing goals, relative to a percentage of single and multi-family, affordable homes. Some <br />of these goals have been met and some will be easy to comply with. If that 64-unit townhouse <br />development happens, three of the goals would be taken care of. The goals Ramsey set were <br />significantly different from those of Met Council. He explained that, so far, Andover has declined <br />but St. Francis, Coon Rapids, Blaine and Champlin are all in. He added that he has been told by <br />the Met Council that Anoka was going to re-look at this. <br /> <br />Councilmember Beyer asked what the Met Council is doing for Ramsey. <br /> <br />Mr. Schroeder responded that what this states is that the City will work toward housing goals for <br />the next 20 years. The Metropolitan Council has available various grant programs to which <br />participants are eligible.
