RAMSEY CDBG PROPOSAL, Page 2 <br /> <br />I!1. <br /> <br />IV. <br /> <br />VI. <br /> <br />assistance and family loans help families gain self-esteem and prevent crises <br />from occurring. CEAP'S services offer supplementary food to people living in <br />Anoka County. When people have received emergency food assistance <br />from CEAP more than three times per year, CEAP staff refer them to our long <br />term self-sufficiency program. All CEAP clients have access to our clothing closet <br />located at our Brooklyn Center/Brooklyn Park location. <br /> <br />Eo <br /> <br />LOW INCOME PERSONS SERVED: 100% of CEAP's client populations <br />below 135% of the federal (HUD-designated) poverty level. In 1995, over 85% <br />of CEAP clients had an annual income of less than $10,000 per year. CEAP's <br />Anoka County office serves primarily the working poor and newly unemployed <br />families. <br /> <br />PROJECT / PROGRAM DURATION <br /> <br />CEAP is an ongoing program. CEAP was incorporated in May of 1971. The office <br />serving Anoka County began operating in July of 1987. The CDBG funds would be <br />spent in 1997/1998, a one year grant. <br /> <br />MULTI-YEAR PROJECT <br /> <br />CEAP will continue to provide the same services as described above, as long as it is <br />able, and as long as the need exists. <br /> <br />COMMUNITY PROBLEMS ADDRESSED <br /> <br />CEAP addresses a multitude of community problems. The problems of hunger and <br />nutritional deficiencies are addressed by our food shelf, Mothers and Children (MAC) <br />program, and the Nutritional Assistance Program for Seniors(NAPS). Homelessness <br />and housing instability are addressed through our financial assistance program. Self- <br />sufficiency needs including transportation, educational expenses, and job-related <br />expenses are also addressed through the services provided by CEAP. <br /> <br />FUNDING SUMMARY <br /> <br />TOTAL REVENUE NEEDED: For fiscal year ending June 30, 1997 CEAP <br />will need to raise $1,057,739 in revenue. <br /> <br />TOTAL C.D.B.G. REVENUE NEEDED: Fiscal year ending June 30, 1997: <br />$20,000. CF. AP is requesting $ 2,000 from the city of Ramsey CDBG <br />funds. <br /> <br />Co <br /> <br />SOURCE AND AMOUNT OF OTHER REVENUE: CEAP receives funding <br />from a number of sources as outlined on the enclosed budget. CEAP will <br />seek CDBG funds from the cities of Coon Rapids, Blaine, Fridley, Spring Lake <br />Park, Anoka, Andover, Columbia Heights, Hilltop, Ramsey, Lino Lakes, and <br />Ham Lake. <br /> <br /> <br />
