Rise, Incorporated <br />City of Ramsey Community Development Block Grant Funding Request 1997 <br /> <br />Goal~ and Programs <br /> <br />Rise is a private, nonprofit 501(c)(3) corporation established in 1971 to support people with <br />disabilities in attaining their personal measure of vocational achievement, self-sufficiency, and <br />belonging in their communities. Rise is dedicated to building a community which is more <br />accepting of its citizens. Rise supports the development of creative partnerships with businesses, <br />governmental agencies, and the general 'public, to meet this objective. <br /> <br />Rise provides job training, employment, transitional housing, and supported living services to <br />persons with mental, physical, developmental, emotional, learning, and mental health disabilities, <br />who are unemployed, underemployed, and dependent upon public sector support. In 1995 Rise <br />served a total of 1,703 persons: 55 percent (941) of Rise clients were Anoka County residents, <br />31 percent (521) Hennepin County residents, 9 percent (158) Ramsey County residents, and 2 <br />percent (31) Chisago County residents. <br /> <br />Requests for Rise services continue to increase as does the severity of the disabilities of the <br />persons Rise provides services to. In the last several years Rise has developed new programs for <br />individuals with traumatic brain injuries, persons with severe/profound disabilities from the <br />Faribault Regional Treatment Center, students with severe emotional disabilities in the Anoka- <br />Hennepin School District, people with disabilities who are seeking competitive job placements in <br />our Projects with Industry (PWI) program, people who are deaf or hard of hearing in our <br />Minnesota Employment Center (MEC) program, people who have both mental illness and <br />developmental disabilities, and a career development/employment program for members of <br />minority groups. Because of this growth, Rise's average daily census increased to 957 persons <br />in 1995. <br /> <br />Project Description <br /> <br />Rise continues to meet the needs of the community through its individualized and innovative <br />programs and services. It provides job training and helps people secure community-based or <br />competitive employment jobs. Rise clients depend on transportation to meet their individual needs <br />and the requirements of their jobs, therefore, transportation is integral to the success of Rise <br />programs. <br /> <br />Many Rise program participants do not drive or own a vehicle and depend on public <br />transportation. Unfortunately, public transportation is often not accessible to many people or in <br />some cases is not considered an appropriate option for some vulnerable adults with disabilities. <br />It is because of this, that Rise entered the transportation business in 1983. Today Rise provides <br />transportation to over 250 persons daily with 24 vans which take them to their jobs efficiently and <br />in a timely manner. Rise served nine residents of Ramsey and transported four persons. In <br />adjacent areas of St. Francis and Anoka we transported 22 persons. <br /> <br /> <br />
