I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br /> ALLOCATION OF 1997 <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br /> By: Zoning Administrator Sylvia Frollk <br /> <br />Background: <br /> <br />Basically, CDBG funds are limited to being used for projects that benefit the handicapped, <br />senior citizens and low to moderate income persons; planning projects; economic <br />development actvifies; and historical preservation. The City of Ramsey's allocation for <br />1997 CDBG funds is in the amount of $33,120.00. Each year you do a project, the <br />County deducts $1,000.00 from the allocation for administrative expenses. The public <br />hearing to receive requests and suggestions for use of the 1997 allocation was held on <br />January 28, 1997. <br /> <br />Ramsey did not do any projects or fund any public service agencies in 1996. We therefore <br />have $66,240 in CDBG funds available to us. However, the County has indicated that <br />some of the other communities are taking their entire 3 year allocations in the first year or <br />two of this funding cycle for larger projects. So basically for cash flow reasons, the <br />County is requesting that Ramsey limit its 1997 project to one year's allocation and do a <br />two year allocation project in the final year of the 3 year cycle, 1998. <br /> <br />Observations: <br /> <br />The following requests for CDBG funds were received from public service agencies. Staff <br />has also contacted the agencies to obtain a more detailed breakdown of how Ramsey <br />residents have benefitted from these programs. Many of the agencies are not accustomed to <br />accumulating data based on the City of residency, so some figures are based on zip code <br />which would reflect Ramsey/Anoka. Since the number of city residents served is <br />becoming a common question to these agencies, I believe they will be implementing data <br />gathering methods that will be retrievable by City. <br /> <br />Alexandra House <br /> <br />$2,500.00 <br /> <br />In 1996, Alexandra's Community Advocacy Service provided assistance in filing orders <br />for protection, accompaniment to court, transportation needs, general information and <br />support to 29 Ramsey women. The Hospital Advocacy Service provided intervention <br />services at Unity and Mercy Hospital emergency rooms to 2 Ramsey women. There were <br />22 crises calls from Ramsey women in 1996. Five women from Ramsey participate in the <br />Community Support Group program. Nineteen Ramsey students participated in the <br />Violence Prevention and Teen Advocacy Program. Eleven Ramsey women and children <br />received shelter in 1996. This totals 88 incidences of direct service to Ramsey residents. <br /> <br />North Anoka M~.~s on Wheels <br /> <br />$3.733,00 <br /> <br />Either on a temporary or permanent basis, North Anoka Meals on Wheels provided <br />services to 38 Ramsey residents in 1996. North Anoka Meals on Wheels currently has 11 <br />Ramsey residents on their delivery roster. <br /> <br /> <br />
