CASE #: <br /> <br /> RECEIVE DRAFT MPRS RESOLUTIONS <br />By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />On February 6, 1997, MPRS distributed two draft resolutions for its member cities to consider. <br /> <br />The first requests the League of Minnesota Cities Trust (LMCIT) to appeal the judge's order in <br />the MPRS case and assume responsibilities for the related expenses. <br /> <br />The second authorizes the City's participation in joint activities coordinated by MPRS to comply <br />with the affirmation action requirements of the court order, e.g. develop and distribute a brochure <br />promoting law enforcement careers in MPRS communities, maintain a record of cities' activities <br />in complying with the court order, and preparing the annual report that is due to the court each <br />November until 2004. It is impossible to know the cost until it is determined how many cities <br />will participate. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that the draft resolutions be forwarded to City Attorney Bill Goodrich for <br />review and comment. <br /> <br />Staff recommends that Council modify the resolution requesting LMCIT to appeal the decision <br />so that Ramsey only joins that request if there are other cities doing the same. <br /> <br />Staff recommends that Council modify the resolution authorizing joint activities to comply with <br />the MPRS affirmative action order to include a not to exceed amount of $1,000 per year. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council review and modify the draft resolutions received from MPRS <br />and consider final action at the February 25 Council meeting. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Administrative Services Manager <br /> <br />Copies also distributed to: <br /> <br />PC 2/11/97 <br /> <br /> <br />
