* That prior to appointment (or within a set period of time) members of the City <br /> Council agree on goals and a work plan for the new Police Chief, including <br /> those identified in this report: <br /> <br />Explore staffing plan options and organizational structures that limit the <br />amount of time officers spend on paperwork, result in more officer time <br />on the street and at least two people on the street at any time within <br />future fiscal years, review staffing and scheduling needs for B shift, <br />review options within the investigative unit, review DARE/community <br />education programming and their impacts on patrol rotations. The work <br />plan should state affirmatively that programming will not be expanded <br />until patrol and investigation needs are satisfactorily met. <br /> <br />Review and update Police Department policies and procedures, <br />including five year goals and action steps. <br /> <br />Work with the County to address the impact of new CID procedures <br />on the Ramsey Police Department. <br /> <br />Work with the County to prepare an initial reaction plan for the RPD to <br />respond to emergency situations. <br /> <br />* That City Council and City staff work with the Police Chief candidate <br /> to develop professional development goals and give him the support and <br /> resources needed to meet them; <br /> <br />* That the City Council and City Administrator monitor the appointee's <br /> performance in the Police Chief position and provide feedback to assist him <br /> in meeting agreed upon expectations; <br /> <br />* That City Council and City staff continue team building efforts started in 1996; <br /> <br />* That the City Council and City staff revise the Police Chief job description to <br /> include a preferred qualification for a Bachelor's degree so internal candidates <br /> who aspire to the position in the future know in advance about enhancements in <br /> position qualifications; <br /> <br />* That the City Council and City staff revise the Police Chief's job description to <br /> include under the "Knowledge, Skills and Abilities" section "the ability to plan <br /> in terms of community needs as well as departmental needs;" <br /> <br />* That the City Council and City staff consider, within plans for a second Fire <br /> station, space for patrol officer work space; and <br /> 13 <br /> <br /> <br />
