I <br />I <br />I <br />! <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> MINNESOTA POLICE RECRUITMENT SYSTEM <br /> <br /> TERMS AND CONDITIONS OF PARTICIPATION <br /> <br /> IN <br /> <br />MPRS COOPERATIVE AFFIRMATIVE ACTION ACTIVITIES <br /> <br />Draft of 1/30/97 <br /> <br />Background and Purpose. The Minnesota Police Recruitment System (MPRS) and thirty- <br />six named Minnesota cities are defendants in two companion civil actions in Hennepin <br />County District Court entitled Fields v. MPRS, et al. and Starks v. MPRS, et al., District <br />Court File Numbers EM93-218 and EM93-219 (hereinafter collectively referred to as the <br />"Action"). Pursuant to order of the court dated November 6, 1995 in the Action, thirty- <br />four of the defendant cities submitted to the court a proposed Affirmative Action Program <br />(hereinafter the "Program"). The Program was approved by the court with certain <br />modifications and the defendant cities were ordered to undertake certain other activities <br />relating to the recruitment and hiring of minority persons by order of the Court dated <br />November 7, 1997 (hereinafter the 'jOrder"). The MPRS Board of Directors has <br />determined that it would be more efficient and economical to undertake certain of these <br />activities on a cooperative basis including any of the defendant cities who wish to <br />participate in accordance with the terms established from time to time by the MPRS <br />(hereinafter the "Participating Cities"). <br /> <br />Description of Activities and Services. The MPRS will undertake to provide for <br />Participating Cities the following services. In the event it is determined that it is <br />impractical or undesirable for any reason for the MPRS to provide any one or more of <br />the listed services, Participating Cities will be so advised in writing. <br /> <br />2.1. <br /> <br />Develop, update and maintain, for use' by Participating Cities checklists and <br />descriptions of affirmative action activities discuSsed in the Program and the <br />Order. Such activities generally include: <br /> <br />2.1.1. maintain a list of recruiting resources and periodicals, publications and <br /> organizations to be notified of job openings and career opportunities <br /> <br />2.1.2. identify Minority Persons and extend offers of employment or participation <br /> in either "pipeline" or entry level police positions <br /> <br />2.1.3. prepare and transmit introductory public relations materials to specified <br /> community groups, agencies, DARE and police liaison officers, etc. <br /> <br />2.1.4. publish information about ride-along programs or mentoring programs to <br /> minority persons and organizations <br /> <br />2.1.5. offer speakers on the subject of law enforcement careers <br /> <br />CLLl17127 <br /> <br />1 <br /> <br /> <br />
