Kids are traveling on foot and on bicycle across this
road year around. One year ago I drove on this road in winter
and two boys were riding bicycles on the icy street in the dark
with no reflectors on their bikes. Two years ago a thirteen
year old girl, Stephanie Bowen, was struck and killed by a
pick-up truck traveling 55mph on a sunny August afternoon.

Route 8 into St. cloud has fewer homes in the area, with a 50mph
limit and "Watch for Children" signs posted. What kind of
standards are used when there is no such postings in a
residential area with a park in the neighborhood?

Ramsey Blvd., Sunfish Lake Blvd., and Armstrong Blvd. all need
reduced speed limits and warning signs. The area needs bike
paths, over/underpasses and sidewalks.

Some responsibility for accidents in this area rests with the
traffic contr6l-a'gencies that are running 55mph ~oaflways through
these residential areas. Thi~ is not a rural area anymore and
there is nowhere else conditions like this are allowed to go
uncorrected for so long.

Paul Ward
Former resident of Ramsey

1~003 I

I
I
I
I
I
I
