Councilmember Beahen felt it would be easier to support their recommendations if there was some <br />Council involvement. <br /> <br />Mayor Hardin expressed opposition to Commissions doing their own interviews and about the <br />questions being asked. He inquired if a person is reapplying for the seat, does it make sense to <br />advertise a vacancy. These questions are assuming we will interview people who we have not <br />interviewed before. He stated that he is not opposed to having the Chair and Vice Chair, along <br />with some members of the Personnel Committee, to do that. We have been through a big to-do <br />about this. This would remove the hurt feelings from Council not taking a recommendation. <br /> <br />Ms. Waite Smith commented that, as far as re-applying, it was along terms of saying they would <br />like to continue and if there were no problems with them, Council could re-appoint them. <br /> <br />Councilmember Beahen felt that if you do not offer the seat at the end of a term, you take a chance <br />of cornering.the market. Maybe a new person has a lot to offer. <br /> <br />Mayor Hardin commented on commissioners getting along with each other. <br /> <br />Ms. Waite Smith added that one of the commissions has said he did not think it was as important to <br />think alike as to have good communication. That's part of the education process - Commissions <br />are not a coffee club - we want diverse opinions. <br /> <br />Councilmember Beahen stated we should not be making our decisions based on threats. <br /> <br />Mayor Hardin stated he likes the idea of Ms. Waite Smith asking the questions.. <br /> <br />Ms. Waite Smith stated that as far as making a recommendation to City Council as a whole, do we <br />agree that we should develop a joint process including two members of the Personnel Committee, <br />the Chair and Vice Chair of the Commission and 'also the Administrative Services Manager and <br />people should reapply. <br /> <br />The Committee agreed. <br /> <br />Councilmember Beahen asked i.f Commissioners would possibly be re-appointed before the <br />vacancy is advertised. She added that she would be more comfortable if there were term limits. <br /> <br />Councilmember Beyer stated she likes the idea of term limits and feels that "fresh blood" is good. <br /> <br />Councilmember Beahen suggested a limit of three successive terms. <br /> <br />Discussion pointed to at the end of each term, a letter should to sent to the Commissioner to inquire <br />if they wish to be re-appointed. If so, the vacancy would not be advertised. They would need to <br />reapply within 30 days of the expiration of their term. <br /> <br />C0uncilmember Beahen inquired how will the best way be to determine re-appointment. Maybe <br />then a process should be similar to the interviewing panel with questions such as "what do you see <br />as strengths you brought to the Commission, what are you visions, etc. At that time, City Council <br />could address concerns. <br /> <br />Ms. Waite Smith inquired if people should be 'allowed to serve on more than one commission <br />simultaneously. <br /> <br />Personnel Committee/June 11, 1996 <br /> Page 3 of 4 <br /> <br /> <br />
