I
I
I
I
I
I
I

Councilmcmber Beahcn suggested allowing someone to serve on thc Charter Commission and one
other.

Councilmember Beyer felt if they are on one, they should not be on another.

Consensus of the Personnel Committee was as follows: An interviewing panel should be formed
consisting of the chair and vice chair of the Commission, two members of the Personnel
Committee and the Administrative Services Manager, a policy should be drafted including the
following: interview questions for new applicants, a questionnaire for incumbents who want to
reapply, limiting commissioners to three, two-year terms and commissioners who are reapplying
would do so in advance of their term expiring so the Council could decide whether or not to re-
appoint that commissioner - only if Council decides not to re-appoint would we advertise the
vacancy. An ordinance would have to be initiated should there be term limits imposed. Most felt
that it's okay for commissioners to serve on the Charter Commission plus one. Calculate the
phasing in period with respect to the terms served. This policy should be presented at the next
Personnel Committee meeting.

ADJOURNMENT

Motion by Mayor Hardin and seconded by Councilmember Beahen to adjourn the meeting.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting No:
None.

The regular meeting of the Personnel Committee adjourned at 6:52 p.m.

Respectfully submitted,

,

C..,'Recording Secretary

Di'fida Waite Smith
Administrative Services Manager

Personnel Committee/June II, 1996
