! <br />I <br />1 <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a special meeting on Tuesday, February 25, 1997, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Tom Gamec <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br /> <br />I <br />! <br />I <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br />Police Chief Mike Auspos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the special meeting of the Personnel Committee to order at 5:25 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br />COMMITTEE BUSINESS <br /> <br />Case #1: Discuss Police Chief Job Description and Process for Replacing <br /> Police Chief <br /> <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />Administrative Services Manager Wake Smith noted that the Committee should have received the <br />summary report of the results of the interviews conducted with all the employees of the Police <br />Department, all elected officials, and the department heads. She stated that the one <br />recommendation in the back of the survey report is to post the Police Chief position internally for a <br />two-week period. Ms. Waite Smith disseminated a time line for the hiring process and also the job <br />posting. She continued that if there are internal candidates interested and qualified, they have two <br />weeks to submit a letter of interest and the Mayor and Council would conduct the interviews the <br />following week. Staff suggests that the City Administrator and the Administrative Services <br />Manager work with the Council to assure Council has input into the interview questions asked. In <br />the past, it's been the practice to have the entire City Council present when interviews are <br />conducted to hire a department head. <br /> <br />Mayor Gamec commented positively on the amount of information in the interview summary <br />report. He noted there was a certain amount of talk about the direction the Police Department <br />should go and he wondered if this would be handled if a Chief was hired from within. However, <br />he also felt that to promote from within gives other people a good feeling with regard to future <br />opportunities of "moving up". He felt that if a person within the Department is qualified, he <br />should be appointed. He added that interviewing the staff to find out what they wanted in a Police <br />Chief was a good idea. <br /> <br />I <br />I <br />I <br /> <br />Councilmember Haas Steffen inquired the order of the process now. <br /> <br />Councilmember Beyer responded that she, as Chair of the Personnel Committee, requested this <br />meeting so the Committee could review the summary of the survey.
