to direct staff to post this job listing internally, have the interviews conducted, and come back to a <br />special Personnel Committee meeting in March. <br /> <br />City Administrator Schroeder suggested that the Committee/Council provide any interview <br />questions to Ms. Waite Smith who wilt put together a list of questions (in the 10 to 12 question <br />range). That list will be used to interview the candidates, and staff suggests all five <br />Councilmembers be present for the interviews. <br /> <br />Councilmember Haas Steffen asked if there is anyone else in the Police Department who qualifies <br />for this position and might apply for it. <br /> <br />Mr. Schroeder answered that the posting would list three years' experience of supervising <br />uniformed officers and there is only one on staff who has that experience. <br /> <br />Councilmember Haas Steffen expressed disappointment in the process because we have come to a <br />conclusion and we have not had a discussion on the Council level of what we want. It appears the <br />process is closed. She pointed out that she does not know the Acting Police Chief at all. She <br />continued that a city the size of Ramsey deserves the best and the Acting Police Chief may be the <br />best, but we will not find out because there's no competition. She felt that with as small a force as <br />Ramsey has, someone else would feel uncomfortable competing for the position. If this is adopted <br />tonight, she asked for the opportunity to meet with the Acting Police Chief, the City Administrator <br />and the Administrative Services Manager. She wanted to ask some questions of Mr. Gustafson to <br />alleviate some concerns she has. She preferred that it be a closed meeting. <br /> <br />Mr. Schroeder asked if that meeting could occur prior to March 12 to which Councilmember Haas <br />Steffen replied certainly. <br /> <br />Councilmember Haas Steffen clarified that it is the process that will not receive her support, not <br />necessarily the candidate. <br /> <br />Councilmember Beyer suggested that Councilmember Haas Steffen could have met with <br />Sergeant/Acting Chief Gustafson prior to this. <br /> <br />Councilmember Haas Steffen replied that she had no reason to feel this would not be an open <br />process. <br /> <br />Mayor Gamec stated that he wants to check with the City Attorney about potential conflicts of <br />interest which would make it inappropriate for some Councilmembers to participate in appointing <br />the Police Chief. <br /> <br />I <br />I <br />I <br /> <br />Councilmember Haas Steffen asked to go on record stating she absolutely finds this process <br />flawed and she could not support it. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend Council approve <br />the time line presented for the Police Chief selection. <br /> <br />Motion carded. Voting Yes: Mayor Gamec and Councilmember Beyer. Voting No: <br />CouncilmemberHaas Steffen. Absent: None. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend Council approve <br />posting the job listing for Police Chief internally. <br /> <br />Further discussion: Councilmember Haas Steffen commented that good candidates come through <br />an interviewing process.
