BACKGROUND <br /> <br /> The City for some time had concerns about Jake Barthold's use of his <br /> property, located near Hwy. 47 and 158th Lane N.W., as a hog farm. 'Ultimately, Mr. <br /> Barthold discontinued use of his property as a hog farm in considera't/on for a <br /> commitment by the City to allow use of the property for urban residential <br /> development in the future. <br /> <br /> Based upon his understanding with the City, Mr. Barthold entered into a <br />purchase agreement with Good Value, selling 60 acres of his hog farra. Good Value <br />is a Twin Cities-based developer of residential properties. In the past five years, <br />Good Value has developed seven subdivisions within the Ramsey city limits. It <br />plans to develop the Barthold property into a single-family residential subdivision. <br /> <br /> The Barthold property is within the Metropolitan Urban Service Area <br />"MUSA" line maintained by the Metropolitan Council to ensure orderly urban <br />development of the Twin Cities suburbs. Accordingly, the proper zoning <br />designation of the Barthold property is R-1U (Urban), which means it: is eligible for <br />subdivision into 180 single-family lots. <br /> <br /> On February 4, 1997, Good Value su.bmitted a "sketch" plan for 147 single- <br />family lots on the property to the Ramsey Planning Commission. Th.e plan was <br />approved by the City's planning department staff as an appropriate u:~e of the <br />property under the City's zoning ordinances.
