Responding to concerns from nearby property owners, Good 'Value reduced <br />the number of lots on the plan to 144 and submitted it to the Ramsey City Council <br />for approval at its February 25, 1997 meeting. Following substantial discussion <br />involving the City Council, Good Value president John Peterson, and certain <br />Ramsey residents, the City Cotmcil approved the plan and directed Good Value to <br />submit a preliminary plat to the Planning Commission for approval. Several <br />Ramsey residents raised concerns at the meeting about whether the City had <br />properly approved its most recent amendments to the City's Comprehensive Plan <br />that extended the MUSA line to include the Barthold property. Responding to those <br />concerns, the City Council directed City staff to draft an ordinance that would <br />impose a temporary moratorium on approval of subdividing and platting of certain <br />land designated residential within the City until the issue could be researched and <br />resolved. The City Council directed the staff to exclude the Apple Ridge <br />development from the moratorium. <br /> <br />Good Value applied for a plat approval of the Apple Ridge subbdivision on <br />March 11, 1997. All of the supporting materials required by the City were submitted <br /> <br />on March 18, 1997. / <br /> <br /> DISCUSSION <br /> <br /> Enacting the proposed ordinance imposing a moratorium on development of <br />residential land within the City limits will be a reasonable land use decision by the <br />City pursuant to Minn.
