Ridge" subdivision is excluded. As explained hereafter, Good Value is entitled to <br />prompt approval of its subdivision. <br /> <br />I. The Barthold Farm Site is Already Properly Zoned as R-1U (Urban). <br /> <br /> Consistent with its Comprehensive Plan and its Amendments, the City of <br /> <br />Ramsey has worked diligently since 1980 to ensure that development of land within <br />the City has progressed in a responsible, orderly manner. The City's first <br />Comprehensive Plan was drafted and submitted to the Metropolitan Council in 1980 <br />pursuant to the Metropolitan Land Planning Act of 1976. The plan has been <br />amended several times since then. Page 11 of the 1994 Major Comprehensive Plan <br />Amendments outlines the City's goals for development within the MUSA line. <br />Those goals include: <br /> <br /> · Providing a variety of housing opportunities within the community. <br /> <br /> · Encouraging growth within the designated urban area. <br /> <br /> · Enhancing the city's economy by providing a "growth-oriented" <br /> environment that encourages development in an orderly manner. <br /> <br /> · Capturing some of the urban development occurring in communities <br /> outside the seven-county metro area. <br /> <br />The City's planning staff concluded that Good Value's Apple Ridge subdivision is <br />consistent with ail of these goals. <br /> <br /> Although a neighboring landowner has urged that the current zoning <br />applicable to the Apple Ridge subdivision is not R-tU (Urban), the City staff has <br />concluded otherwise and is correct that the Barthold property is already properly <br /> <br /> <br />
