zoned R-1U (Urban). The 1980 Comprehensive Plan makes clear that the City's <br />urban zoning will be consistent with the boundaries of the MUSA li~.~e. See <br />Comprehensive Plan, pp. 33-42. The Plan provides that as the MUSA line extends <br />outward, the zoning allowed within its boundaries will be automatically adjusted. <br />Ramsey City Ordinance 9.01.03 states that the City's zoning provisiorrs have been <br />enacted "in accordance with the Comprehensive Plan." Ordinance 9.01.04 further <br />states that it is the policy of the City that the <br /> <br /> · . . enforcement, amendment and administration of (the zoning chapter) be <br /> accomplished with due consideration of the recommendations contained in <br /> the Comprehensive Plan as developed and amended... The Council <br /> recognizes the Comprehensive Plan as the policy adopted to regulate land use <br /> and development in accordance with the policies and purpose herein set <br /> forth. <br /> <br /> The Apple Ridge subdivision was automatically rezoned R-1U (Urban) as the <br />Metropolitan Council moved the boundaries of the MUSA line outward. The <br />power to make the change on the Official Zoning Map was expressly given to the <br />zoning administrator in Ramsey Ordinance 9.20.04. <br /> <br /> Moreover, state law requires zoning ordinances to comply witlh changes in <br />their comprehensive plans within nine months. Minn. Stat. § 473.86!5 Subd. 3. <br />Therefore, once the MUSA line was past the Barthold property, consistent with the <br />City's Comprehensive Plan, the City was required to amend its zoning ordinances <br />within nine months to reflect the change.
