Motion by Commissioner Deemer, seconded by Commissioner LaDue to recommend to the City Council adoption of the new resolution 97-03 with the amended findings of fact. Morion carried. Voting Yes: Chairperson B~wder~ Commissioners Deemer, LaDue, Holland, Yensen, Thorud. Voting No: None. Absent: Commissioner Terry. Case #2 Request for Preliminary Plat Approval of Sunfish Pond; Case of G~L Homes City Engineer lankowski stated that the drainage from the townhouses will be dkectly into the overflow extending north of t4$th Avenue. There is also an overflow from dr~insge into a storm wate~ pan& The major street and all residential streets will be constructed as private streets, as they will probably only be used by residents living in the development. Commissioner Deemer suggested clarification to indicate that the man-made drainage basin is not wetland. City Engineer Jankowski agreed that it is not the City's intention to create a w~land but only use the basin for draj~ge purposes. However, he does not know fi`wetland vegetation will develop as a result. Commissioner Ho[land asked fi`this plat is affected by the zoning issue. City Engineer Jankowski stated that the property is currently properly zoned. At the time Sunfish Square was developed, this property was rezoned into single family MR and Business, Conun~sioner Thomd noted that the design of 10-unit buildings allows six additional units and less green space ,h~n was shown on thc original s3cetch plan. i I I Mr, Shelrud stated that rather than a concentrated area of green spaoe, he has tried to allow as much green space around the townhome as possible. Additional landscaping will be done with two-inch Bun' Oak'a-ees and Maples. If the homeowners' association detenni~nes the need for a tot lot, there is enough room to put one in away from the streets. Commissioner Thorud stated that there wR1 be £e. wer individual lots than with shown on the sketch plan. Commissioner Deemer stated that the proposal is well below density limits, and the arrangement of new streets addresses the concerns about removal of snow. Commissioner Yensen stated that she is pleased with the buffer for single family resident,. Motion by Commissioner Deemer, seconded by Commlssion~r Jenson to recommend the City Council approve the plat as submitted, contingent upon approval of the site plan. Motion carried.
