noted the additional minority newspapers advertised in. She stated that she reviewed the <br />applications and rated them according to a rating sheet developed jointly by the Police Chief, Police <br />Sergeant, and herself, prior to the position being advertised. Following her review, the Acting <br />Chief then rated them and comparisons were made. Where there was a difference of 10 points, we <br />did a reconciliation. As of today, 20 applicants were agreed upon and interview invitations wilt be <br />sent out the week of March 10, with interviews conducted the following week. Ms. Waite Smith <br />reported there is only one applicant for the Police Chief position that was posted internally. The <br />posting ends on Wednesday, March 12, 1997, at 5:00 p.m. <br /> <br />Case #4: Revisit Policy on Commission Appointments <br /> <br />Administrative Services Manager Waite Smith informed the Committee that Councilmember Beyer <br />had asked that action be held on this case until she can be present. <br /> <br />Suggestions were that staff should look at staggered terms and how that can be implemented, and <br />possibly consider ad hoc committees but allow those people to also serve on another City <br />commission/committee. It was also suggested that the commission members be polled for their <br />ideas on staggering terms, etc. It was mentioned that three-year terms may be a good idea. <br /> <br />Case #5: Consider Possible Changes to Council meeting Minute Taking <br /> <br />Administrative Services Manager Waite Smith reported that Councilmember Beyer had also asked <br />that no action be taken on this issue in her absence. <br /> <br />Councilmember Haas Steffen felt that the way the minutes are taken now is archaic and they should <br />not have to be taken verbatim. She felt the staff person's time could be better utilized for other <br />things.
