All such work shall be completed within 90 days from the date of the notice, unless otherwise stipulated by the plumbing inspector. If necessary, such notice may also prohibit forthw/th any further discharge into the system until all defects have been abated and approved by the plumbing inspector. b. Proper service of such notice shall be by personal serv/ce upon the owner of record, if he shall be found within the Ramsey municipal limits. 'If he is not found within the Ramsey re,talc/pal limits, such service may be made upon said owner by registered mail or certified mail, provided that if such notice is by registered mail or certified mail, the designated period within which said owner or person in charge is required to comply with the order of the plumbing inspector shall begin as of the date he receives such notice. c. At the time of service of notice as above described, the plumbing inspector shall also by mail forward a copy of said notice to the City Council. " Subd. 8. Criteria For Health Hazard. Criteria for determlnahon that a system is a health hazard shall include, but not be limited to, the following: a. The appearance of on-site disposal system effluent into surface waters at any ~ime, or on the ground surface continuously or interm~ttently over a period of 15 consecutive days. b. The exposure for more than 72 hours of an on-site system or p~rt thereof that is in use. c. A system in wkich the level of effluent is sufficiently close to the ground surface to result in offensive odors. Subd. 4. Right To Repair. In case the owner shall fail, neglect, or refuse to comply w/th the notice to repair or rehabilitate or abate as described in section above, the City Council may order the owner of the bufld/ng prosecuted as a violator of the provisions of this section and may order the pbwnbing inspector to proceed with the work specified in such notice. A statement of the cost of such work shall be transmitted to the CiW Council, who shall cause the same to be paid and levied as a special assessment against the property. Sub& 5. Costs. Costs incurred under §8.30.08 Subd. 4. shall be paid out of the City's general fund. Such costs shall be charged to the owner of the premises involved as special assessment on the land on wkich the building or structure is located, and shall be collected in the manner prov/ded for special assessments. 8.30.9 Subdivision 1.
