I I I I I I I I I I I I I I I I I I ! § 8.30 Sewage shall prepare a sketch showing the dwelling unit or structure, the structure dimensions, an arrow indicating which direction is north, dimensions from two structure corners to the septic tank or septic tank and well. Said information further including the depth of the system, address of the property and last ,known date of pumping shall be provided on forms provided by the City and shall be kept on file bY the.pl,~mbing inspector. Completed forms shall be dated and signed by the homeowner and the inspector if other than the homeowner. Subct 4. Non-Approved Systems. If upon inspection, it is discovered that any part of the system is not constructed or operating in accordance with the minimum standards of this chapter, the pl,~mbing inspector or his designated representative shall give written notification of the defects.' The owner/applicant shall be responsible for the prompt elimination of all defects and no system shall be replaced in service until all defects have been corrected or eliminated. If such defects are not corrected, the system shall be declared a health hazard in accordance with §8.30.08. Subd. & Training and Certification- The plumbing inspector or his appointed representative(s) shall participate in training courses for local inspectors as they are offered by state and local agencies and shall become certified. A certification progrom has been established by the Minnesota Pollution Control Agency. Sub& ~ Licensing. No person shall engage in the business of or perform for others the service of soil and percolation testing and site evaluation, installing, renovating, repairing, or pumping and cleaning sewage treatment systems within Ramsey without first obtaining a license therefore. Installer licensees shall be authorized to construct, install, renovate, repair, pump, clean and otherwise maintain sewage treatment systems required in §8.30.04 Subd. 6 and §8.30.05 Subd. 2 above. P,~mp-hauler licensees shall be authorized to pump and clean sewage treatment systems. Soil scientist licensees shall be authorized to perform soil and percolation tests and site evaluations. A person desiring to obtain any of the licenses described in §8.30.05 Subd. 6. shall submit an application therefore to the administrator which describes his: business and authorization to conduct such services; education, training certification, registrations and experience with respect to such services; number of persons employed in performing such services; and such other information as may be reasonably required by the administrator. Prior to the issuance or renewal of a license, license application shall be required to demonstrate a -knowledge and understanding of this chapter. The City Council may refuse to issue a license to any applicant for reasons relating to the above factors and for other good cause. Licenses issued pursuant' hereto shall be in effect for one year and shall be accompanied by the payment of a license fee as established by Council resolution. Licenses may be revoked or refused renew~ for cause including, but not limited to: practice(s) or installation(s) which are in violation of any provision of this chapter or of any permit issued pursuant hereto; refusal on the part of the licensee to correct defective work on a sewage treatment system which is installed or renovated ~ithin this jurisdiction.
