They doubte-st~tfted a large i~o~tion of their work, even <br />though they weren't under any obiigetion to do so, it is outr hope that the City of <br />Ram~,ey recognizes that through ~ cooperative efforts, 5~e feel we minimized the <br />delay in the project, We didn't get tt done on.February 19t, but during the winter <br />months, detays are inevitable. The February 15L <br />completion wa9 clear and certainly understood when we 13id the project. Looking back, <br />we had no reason to believe our equipment would not be done on the Elgin project. To <br />our horror, project relations and communications between the consultant and his client <br />(The City of Elgin) broke down to the point v~ere our rig was shut dow~ for a <br />combination of 56 days, Please ~ to Alan Chdatensen, the City Manager, if you <br />suspect we aren't being truthful, The city is entirely satisfied with the. performance of <br />AWS. We were directed to initiate a change in the well construction by the engineer. <br />The city and its lender were not adequately advised, by the engineer. Suddenly, <br />payment for our work was refused and the lender told us to get off the job until they <br />settled the issues. This was way back in late Oc4ober, V'~le. were nearly done drilling <br />and couldn't do a thing.
