RECOMMEND HIRING GREGORY SULLIVAN AS PATROL OFFICER <br /> By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />Due to the resignation of the Police Chief, the Police Department has a patrol officer position <br />open. The vacancy was advertised and 179 applications were received, rated and ranked. Twenty <br />people were interviewed by an interview panel consisting of the Acting Police Chief, a Corporal, <br />the Administrative Services Manager, and Lt. Loni Payne of the Anoka County Sheriff's <br />Department. Based on interview ratings, seven people were invited to undergo a physical agility <br />test. The six people who passed the test were interviewed by a panel consisting of the Acting <br />Police Chief, a Corporal, the Administrative Services Manager, and the City Administrator. <br /> <br />Staff Recommendation: <br /> <br />It was the consensus of the interview panel to recommend hiring Gregory Sullivan, contingent on <br />successful completion of background checks, physical examination and psychological <br />examination. A Police Officer since 1989, Mr. Sullivan is currently employed by the Pierre, SD <br />Police Department. He has received his Minnesota POST reciprocity certification. He is also <br />certified to teach a number of Police courses, including firearms and use of force. <br /> <br />The starting salary for the position is $31,021 annually and Mr. Sullivan has agreed to accept <br />that. The starting date has not yet been established, but will be May 1 or later. <br /> <br />The five remaining finalists will be eligible for vacancies that occur within the next year. When <br />the COPS FAST grant is implemented later this year, the panel will recommend that Council hire <br />a finalist who happens to be female. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council authorize hiring Gregory Sullivan as a Patrol Officer at an <br />annual salary of $31,021, contingent on his successfully passing background checks, a physical <br />examination and a psychological examination. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Acting Police Chief <br />Administrative Services Manager <br /> <br />PC 04/08/97 <br /> <br />Copies also distributed to: <br /> <br /> <br />
