Land Company <br />2191 Silver Lake Road <br />New Brighton, MN 551 I2 <br /> <br />RE: Preliminary Plat Review; Alpine Estates <br /> <br />Dear Mr. Lund: <br /> <br />We have received the proposed preliminary plat for Alpine Estates which consists of one (1) <br />sheet prepared by E.G. Rud & Sons, Inc., and is dated February 5, 1997. We are also in receipt <br />of a Preliminary Utility Plan dated February 10, 1997, prepared by Charles W. Plowe, <br />Consulting Engineer and a Preliminary Grade Plan dated February 3, 1997, prepared by E.G. <br />Rud & Sons, Inc. We offer the following comments: <br /> <br />o <br /> <br />General; The proposed plat consists of approximately 21 acres to be developed with <br />municipal water and sanitary sewer and subdivided into single family lots. The subject <br />property was acquired by the City as part of the landfill closure agreement with Waste <br />Management of Minnesota, Inc. Through a bid process, the land has been sold to K.C. <br />Land Company for development. It is noted that the entirety of Outlot A, Alpine <br />Addition, was sold to K.C. and the final plat for Alpine Estates should include all of that <br />area, including the excess property east of the east boundary of the plat. This excess land <br />from Outlot A, Alpine Addition, that is not going to be platted into lots and will be <br />deeded back to the City, should be assigned a new outlot designation on the final plat. It <br />is staff's understanding that the purchase agreement also requires K.C. Land Company to <br />deed the outlot on the western end of the, plat back to the City. <br /> <br />Zoning: Although the property is located in the Metropolitan Urban Service Area, the <br />issue of whether it is properly zoned for urban density development has been raised and is <br />being researched. <br /> <br />plat Density: A general rule of thumb for calculating number of lots eligible in the urban <br />district is three (3) lots per acre including streets. If you consider the entire developable <br />area in this plat, it would be eligible for approximately 54 lots. In response to concerns <br />raised by the owners of rural residential lots adjacent to the parcel, the property was sold <br />by the City on the condition that a maximum of 38 lots would be developed on the <br />property, with a maximum of 17 of those lots being platted along the north property line. <br />The proposed preliminary plat is in compliance with this condition. <br /> <br /> <br />
