S <br /> <br />As used in Section 8.6.3 of the City Charter, an <br />assessment which is "consistent with the original <br />assessment" is that amount which would be assessed <br />and levied against a property for a Local <br />Improvement Project which extended Urban Services <br />(sewer and/or water) to said property as if said <br />Urban Services were installed at the time the <br />property connects to the City's sewer and/or water <br />utilities, or is levied a special assessment for <br />said benefit. <br /> <br />Upon determination that either a private sewer <br />system or a private water system or both is a non- <br />functional system as defined herein, the City's <br />Building Official shall certify either or both of <br />said systems as "non-functional" <br /> <br />An existing home which is serviced by a non- <br />functional private sewer and/or private water <br />system shall be required to connect to the City's <br />sewer system if the home's sewer system is non- <br />functional or connect to the City's water system if <br />the home's water system is non-functional. The <br />connection date shall be within six months of the <br />date on which the system was declared non- <br />functional. <br /> <br />SECTION S. N_OTICE TO PUBLIC <br /> <br />The City shall cause its public property records to reflect that <br />a~y property not assessed because the property owner elected to <br />remain on a functional private sewer and/or private water system is <br />subject to a pending sewer and/or water system assessment or <br />connection charge when said property connects to either the City's <br />sewer or water system. <br /> <br />BBCTIOH 6. ELECTIOH TO REMAIN OH FUHCTIOHAL PRIVATE SYZTEM. <br /> <br />The procedure by which a property owner may elect to remain on a <br />functional private sewer and/or water system shall be as provided <br />for in this Section. <br /> <br />Subd.
