LaW OFFICES 214~ 4TH RUE ~ 612 427 ~543 N0.634 CITY OF RAM~EY ~%NOKA COUNTY BTATE OF MINNESOTA AN ORDINANCE IMPLEMENTING CHAPTER 8.6 OF THE RAM~EY CITY CHARTER. The city of Ramsey ordains: SECTION 1. AUTHORITY This Ordinance is adopted pursuant to the authority granted the city Council by Section 12.12 of the Ramsey city Charter. SECTION 2. P~OSE AND AP~L.ICAB_I. LZT.Y. The purpose of this Ordinance is to provide uniform regulations to carry out and make effective Section 8.6 of the city Charter. This Or4inance applies to any residential improved property in the City, which property has Urban Services (sewer and/or water) available to it and which property has not been assessed for the benefit of said Urban Services. As used in this Ordinance, the following ter~s have the meanings provided in this Section unless the context clearly requires otherwise. As used in Section 2 herein Urban Services (sewer and/or water) are "available" to a residential improved property when said services are located in a street or public easement which is adjacent to or abutts the residential improved property. "Non-Functional private sewer system" means an individual on-site sewer system which does not Co~ply with Chapter 7080 of Minnesota Rules, which Chapter is entitled "Minnesota Pollution Control Agency, Water Quality Division, Individual Sewage Treatment Systems." Sub4. 3 "Non-Functional private water system" means an individual on-site water system which does not comply with Minnesota Rules as established by Chapter 103I of Minnesota Statutes entitled "Wells, Borings, and Underground Uses" nor with the regulations contained within said Chapter 103I. As used in Section 8.6.3 of the City Charter, the term "original assessment" shall mean that the initial assessment amount which would have been assessed and levied against a property for a Local I I I I I I I I I I I I I I I I I I I
