AUTHORITY <br /> <br />This Ordinance is adopted pursuant to the authority granted the <br />city Council by Section 12.12 of the Ramsey city Charter. <br /> <br />SECTION 2. P~OSE AND AP~L.ICAB_I. LZT.Y. <br /> <br />The purpose of this Ordinance is to provide uniform regulations to <br />carry out and make effective Section 8.6 of the city Charter. This <br />Or4inance applies to any residential improved property in the City, <br />which property has Urban Services (sewer and/or water) available to <br />it and which property has not been assessed for the benefit of said <br />Urban Services. <br /> <br />As used in this Ordinance, the following ter~s have the meanings <br />provided in this Section unless the context clearly requires <br />otherwise. <br /> <br />As used in Section 2 herein Urban Services (sewer <br />and/or water) are "available" to a residential <br />improved property when said services are located in <br />a street or public easement which is adjacent to or <br />abutts the residential improved property. <br /> <br />"Non-Functional private sewer system" means an <br />individual on-site sewer system which does not <br />Co~ply with Chapter 7080 of Minnesota Rules, which <br />Chapter is entitled "Minnesota Pollution Control <br />Agency, Water Quality Division, Individual Sewage <br />Treatment Systems." <br /> <br />Sub4. 3 <br /> <br />"Non-Functional private water system" means an <br />individual on-site water system which does not <br />comply with Minnesota Rules as established by <br />Chapter 103I of Minnesota Statutes entitled "Wells, <br />Borings, and Underground Uses" nor with the <br />regulations contained within said Chapter 103I. <br /> <br />As used in Section 8.6.3 of the City Charter, the <br />term "original assessment" shall mean that the <br />initial assessment amount which would have been <br />assessed and levied against a property for a Local <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
