I
!
I
i
I

I

I
I
I
i
i

I
!
I
i

I

CASE #

OLD TOWN HALL REHABILITATION
By: Ryan Schroeder, City Administrator
James Gromberg, Economic Development Coordinator

Background:

As the City Council is aware, in March 1996, the City of Ramsey was awarded a grant
from the Minnesota Historical Society in the amount of $16,000 for the renovation of the
Old Town Hall (School House #28). These funds, in addition to the funds from the
purchase price of the lot ($80,000) and $20,000 in CDBG funds were designated for this
project. These sources provided for a total of $116,000 in available funding for the
rehabilitation of the Old Town Hall.

The City has received the completed phasing plan and the costs associated with the
different levels of improvements to the facility. The cost estimates have resulted in the
City needing to determine at what level the building should be renovated. The estimated
cost, based upon the bids received to completely renovate the structure, would be
$149,537. Considering the City Council's action at their last meeting, the City currently
has only $96,000 available for the project. Using this number, the staff would
recommend the following improvements being completed on the building to stabilize the
facility until a long term use can be determined.

Attached for the City Council's review is a list of the proposed improvements and the
costs of those improvements based upon the bids that have been received. Also included
are the costs of the final completion of the renovation project. These bids do not include
additional work that may be donated or reduced due to economy of scale savings.

Council Action:

Motion to proceed with the proposed renovation of the Old Town Hall in an amount not
to exceed $96,000 and to complete the improvements indicated on the attached plan with
any savings within the project used to complete additional items of the phasing plan.

Reviewed by:

City Administrator
Economic Development Coordinator
Finance Officer

CC: 04/08/97
