04/11/97 13:23 9612 337 5601 <br /> <br />DSU, INC. <br /> <br />004/015 <br /> <br />PROJECT UNDERSTANDING <br /> <br />The City of Ramsey is requesting a proposal from Dahlgren, Shardlow, and Uban, Inc., 0DSU) to <br />assist the community in updating its Comprehensive Plan. DSU has extensive experience in <br />comprehensive planning and a variety of related disciplines. DSU has worked with many <br />communities similar to the City of Ramsey and we are confident in our ability to assist you in <br />this matter. <br /> <br />This proposal sets forth the process we would propose to complete the Comprehensive Plan, and <br />the budget required to carry out that process. <br /> <br />· We completed a review of the draft Comprehensive Plan Amendment that was prepared by <br /> RLK and Biko Associates. Below is a summary of some of our findings: <br /> <br />· Plan amendment is for only a small portion of the City. A Plan needs to be done for the <br /> entire City. <br /> <br />· Maps could be improved. They are in Cadd base, could be converted to ArcView (Anoka <br /> County's system) or at least be made more user ~iendly. <br /> <br />· Discussion in the background studies is very minimal. They should be improved upon <br /> and the following issues should be addressed. <br /> <br />· Land use types should be described, such as densities, transitions, location and there is <br /> no vacant land by zoning analysis, such as ag lands, etc. <br /> <br />Population data is minimal. No age breakdown, no discussion of school age children <br />or seniors, no household data such as age, condition, types, etc. No population <br />projections. No economic data, such as where people work, income, jobs, tax base, <br />industrial or commercial areas. <br /> <br />No discussion of community facilities whatsoever. Minimal discussion of parks. No <br />discussion of condition of septic systems in unsewered areas. Are there areas of <br />failing systems? <br /> <br />· Minimal discussion of environmental constraints to development. <br /> <br /> - Discussion of the land use plan is minimal. <br /> <br /> · Amendment contains no real goals and policies <br />' Transportation section is pretty good, however, no traffic counts or TAZ data. <br /> <br /> · Surface water plan, sanitary plan have been developed separately, however they could be <br /> summarized in the Plan. <br /> <br /> · Plan Amendment contains no implementation section. <br /> <br /> I <br /> I <br /> <br /> I <br /> <br /> I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br /> <br />
