The essential goal of this comprehensive planning process is to offer <br />strategies and recommendations that allow R .amsey to continue to develop as a vibrant City <br />while giving its citizens good places to work, live, and play. Creating and maintaining <br />community connections and maintaining an "edge" between the rural and urban areas of the <br />City as Ramsey continues to develop is the major challenge in this effort. <br /> <br />To remain a vibrant community, Kamsey seeks a Plan which will focus first on the need for <br />attractive housing as well as more opportunities for commercial and industrial development <br />while protecting environmentally sensitive areas. These areas should be unified with the <br />remainder of the City. At the same time the existing local transportation system is in need of <br />upgrading and strategies for its improvement.should be addressed. In order to accomplish <br />'this, the Plan will revolve around five basic elements: Residential Areas (both sewered and <br />unsewered); Commercial Corridors and Nddes; Park and Open Space Connections; and <br />Transportation and Public Facilities. <br /> <br />The planning process must be creative and open, and the result must be a comprehensive yet <br />flexible plan, understood and supported by the' citizenry, who will be represented in part by a <br />Planning Committee drawn from many segments of the community. The Plan w/Il serve as a <br />framework for making individual decisions, such that the results create a whole greater than <br />the sum of its parts. <br /> <br />While seeking its own identity and its own plan, Ramsey must also recognize its unique <br />geography as an integrated piece of the overall metropolitan fabric. The City must therefore <br />work closely with its surrounding communities to continue to form larger community <br />networks -- employment, shopping, schools, entertainment, recreation, joint services -- which <br />are a vital and inevitable part of life in the northwestern suburbs. <br /> <br />Budget is also a concern to the City and we have outlined a process that includes a number of <br />options. We are also willing to discuss other ways in which we can work within your budget. <br />In addition, we will rely on information found in reports developed for the City including the <br />February 97 Comprehensive Plan Amendment, the.Highway 47 Access and Corridor Study, <br />Anoka Co. Transportation Plan, as well as other City documents. We will build upon these <br />studies to create a Comprehensive Plan for the City of Ramsey in a cost effective manner. <br /> <br /> <br />
