The workshop will: (a) inform participants about the planning process and the timing <br />and purpose of the plan; and Co) solicit views on issues, problems, and opportunities in the <br />corrammity and (c) assist participants in identifying their 'vision' for the City. DSU will help <br />prepare materials for newspaper and public service announcements on local radio for placement <br />by the City. These annoUncements will help encourage max/mum turnout at the workshop. <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br /> 104: ~ AND ANALYSIS <br />TASK <br />rrhe existing development pattern and conditions within Ramsey and the immediate <br />surrounding region will have a major influence on future opportunities. Accurate, complete <br />and ap-to-date information on existing conditions is essential to a successful comprehensive <br />planning program. Background information on several key components which are listed below <br />will be needed. <br /> <br />1. ~. We will work with the City to develop a digital inventory of existing <br />land use that will be reviewed and checked by City staff. The data will be mapped and <br />analyzed to identify land use areas, compatible and incompatible land use relationships and <br />vacant lands. We will use the coverages from the Anoka County GIS Database to assist with <br />this inventory. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2, ~[ _.', ...... An inventory and analysis of existing <br />community facilities will be made from the information we obtain from the existing <br />Comprehensive Plan, study reports, and from questionnaires sent to the appropriate department <br />head. Evaluation of facilities and services will be made considering such factors as age, <br />condition, capacity, and the anticipated demand for future services. Facilities and services to <br />be addressed include police and fire protection, parks, institutional, waste treatment, storm <br />sewer system, water and others that may be appropriate to the City of Ramsey. Resources will <br />include the Water Supply and Distribution Plan and the Comprehensive Sewer Plan. <br /> <br />3. ~~rtati.,i~. An analYsis will be made of external traffic connections and internal <br />c]rculaUon systems serving me _~amsey commumty, w~th specmc attention to street <br />configuration and capacities, truck routes, localized congestion, and bike routes based upon <br />existing information. Existing, available traffic and circulation data will be collected from <br />local, regional and State agencies and from transportation studies previously completed. <br /> <br />4.. ~. A demographic analysis of the community will be undertaken and <br />coordinated with the U.S. Census, and the Minnesota State Demographer. An analysis of <br />population trends including changes in total population, households, age, race, occupation <br />characteristics, school district data, building permits, and appropriate existing ten-year <br />demographic projections will be utilized as a basis for future planning.
