Schroeder, City Administrator <br /> <br />Background: <br /> <br />Some time ago the City contracted with a consulting firm to update our storm water plan. We <br />expected this plan to be completed by the end of 1996. This plan is still not complete. <br /> <br />In the last few iterations of the Capital Improvements Program, we have noted that we need to <br />provide a funding source for storm drainage projects. We have also noted specific projects that <br />are sitting on the shelf pending completion of the plan and a funding source. <br /> <br />Recently, the City provided for a storm water improvement known as Section 22 Drainage. In <br />order to provide funding for that project, the City levied a tax against the drainage district within <br />which the project was contained. <br /> <br />A cost related to new developments is storm drainage system construction both within and <br />outside of the specific subdivision under construction. Ramsey Meadows, for instance, provided <br />catch basins, curb, pipe and holding areas within the subdivision. The City will be responsible to <br />take that water across T.H. #47 to the drainage system that ends up in the Rum River. While we <br />will have that expenditure, and while we have known that in the approval of the subdivision that <br />expense would be incurred at some point, we did not have a mechanism in place to collect for the <br />"trunk" portion of the system similar to what exists with water and sanitary sewer trunks. <br />Enclosed is an ordinance for your consideration which will provide that mechanism. <br /> <br />If Council passes upon the initial reading of the enclosed ordinance, we will provide an analysis <br />intended to provide justification for a fee related to the ordinance. It is expected that <br />expenditures will include trunk storm sewer mains and holding ponds. It is also expected that it <br />will include infrastructure related to storm drainage within collector roadways such as curbing, <br />catch basins, pipe and holding areas (construction and land).
