I
I

I
I

I
I
I

MEMORANDUM

DATE:

April 16, 1997

TO:

Mayor and Council

CC:

Park and Recreation Commission
City Administrator Ryan Schroeder
Administrative Services Manager Linda Waite Smith
City Engineer Steve Jankowski

FROM:

Parks/Utilities Supervisor Mark Boos

Community Service Awards

As you may be aware, the City frequently uses volunteers for park development and
maintenance. Most of the park development projects involve Community Service volunteers
from Anoka Senior High School or Boy Scouts seeking their Eagle Scout rank. Other
individuals and groups such as churches, Girl Scouts and Cub Scouts also participate in any
given year. (Sentence to Serve individuals are also utilized - although usually their projects are
less noteworthy, that is picking up trash, cleaning gutters, painting, etc.) Projects that are
aignificant have been recognized by City Council presentation of a Community Service Award.

The purpose of this memo is to provide background on each of these seven proposed awards for
the April 22, 1997 City Council meeting. The order of the following does not indicate their
significance or value. In terms of Council's presentation, it has been custom to read the narrative
portion of the award itself. Recipients typically accept the award from the Mayor without
making a statement

Brian Simmon~ - Brian's project involved preparing a 491 square foot planting site at
Solstice Park, tilling, weeding, and the planting of more than 70 different native perennial
plants and grasses. He also constructed a low split rail fence around the planting. The
most significant element of the project was the 23 explanatory placards. Brian not only
constructed the plaques, he assembled the photos, text and found a printing company to
combine the two, resulting in the 23 placards (highlighting 43 species). Brian also
provided weeding for these 170+ plants. As a result of the project, Brian earned his Eagle
Scout rank.

Brownie Troop #316 - Colleen Rybak, along with Troop #316's leader, Chris Williams,
organized the troop's girls to construct nine birdhouses along the Fox Knoll Trail. The
girls did all the work except that which required power tools.
