every 20 feet along this landscape area. The applicant had indicated that this landscaped area <br />could be widened to the required 20 feet if he narrowed down the spectator area between Courts <br />1 and 3 and 2 and 4. However, City Staff and the Planning Commission agreed that it was more <br />appropriate to accommodate spectators between the courts rather than increase the landscape area <br />along Ebony and create an opportunity for spectators to gather in this area also. Therefore, the <br />recommendation from the Planning Commission is to approve a 15-foot rather than 20-foot wide <br />landscape area along Ebony. Mr. Goodwin, the owner of the residential parcel on the west side <br />of Ebony Street and southwest of the Super Bowl parcel (Lot 3, Block 3, Riverside West), <br />expressed concern for screening from his property. Although there is akeady a substantial tree <br />cover along the southwest property line, Mr. Holm has agreed to establish six 6-foot spruce trees <br />on the southwest comer of the chain link fence to intensify screening and noise absorption from <br />Mr. Goodwin's residential property. <br /> <br />The applicant has indicated that there will be lighting established on the courts that will direct <br />downward and towards the Super Bowl structure rather than towards Ebony Street-. He has <br />agreed that the lighting specifications will be subject to the approval of the City Engineer. <br /> <br />The proposed conditional use permit restricts the hours of operation to no later than 10:30 p.m. <br />Mr. Goodwin had requested a 10:00 p.m. restriction, but the applicant indicated that although <br />they don't anticipate the volleyball courts will be in play beyond 9:30 or 10:00, on occasion they <br />do need to accommodate games where an overtime is required. Based on that, Mr. Holm would <br />appreciate retaining the flexibility that goes with a 10:30 shut-down time to accommodate <br />overtimes and clearing the courts. The recreational area is not proposing any portable restroom <br />facilities, however, Staff did include screening of these facilities in the event they are used on the <br />property on occasion. There is an exit door on the west side of the Super Bowl structure that <br />volleyball teams will use to access the indoor bathroom facilities. There will be no P.A. system <br />or amplified music used at the volleyball courts.
