P~EPAIR OF SYSTEMS Subd.. i Previously functional private sewer and/or water systems shall be dee2med non-functional if a repair of either such systems first requires a pal-mit(s) from the city, State of Minnesota and/or any other regulatory agency. ~ubd. 2 Upon determining that either a private sewer system, a water system, a private water system or both need repair as described herein, the City's Building official shall certify both of said systems as "non-functional". An existing home which is serviced by a non- functional sewer and/or water system shall be required to connect to both the city sewer and city water systems within six months of the date on which either of the said systems was declared non- functional by the City's Building official. SECTION 5. SALE OF .~ROPERTY Upon the sal ransfer of title of a home by a property owner who elected to~emain on a functional private sewer and/or water system, and whose property vas therefore not assessed for city utilities, the city may levy an assessment on said property in an amount consistent with the original assessment.
