(d) As used in Section 8.6.3 of the City Charter, the term "original assessment" shall mean that the initial assessment amount which would have been assessed and levied against a property for a Local Improvement Project which first extended Urban Services (sewer and/or water) to said property. (e) As used in Section 8.6.3 of the City Charter, an assessment which is "consistent with the original assessment" is that amount which would be assessed and levied against a property for a Local Improvement Project which extended Urban Services (sewer and/or water) to said property as if said Urban Services were installed at the time the property connects to the City's sewer and/or water utilities, or is levied a special assessment for said benefit. 4.70.04 REPAIR OF SYSTEMS (a) Upon determination that either a private sewer system or a private water system or both is a non-functional system as defined herein, the City's Building Official shall certify either or both of said systems as "non- functional". (b) An existing home which is serviced by a non-functional private sewer and/or private water system shall be required to connect to the City's sewer system if the home's sewer system is non-functional or connect to the City's water system if the home's water system is non- functional. The connection date shall be within six months of the date on which the system was declared non- functional. 4.70.05 SALE OF PROPERTY. Upon the sale or transfer of title of a residential improved property by a property owner who elected to remain on a functional private sewer and/or water system, and whose property was therefore not assessed for City utilities, the City may levy an assessment on said property in an amount consistent with the original assessment. 4.70.06 NOTICE TO PUBLIC The City shall cause its public property records to reflect that any property not assessed because the property owner elected to remain on a functional private sewer and/or private water system is subject to a pending sewer and/or water system assessment or I I I I I I I I I I I I, I I
