I I I I ORDINANCE #97-_ CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 9 OF THE RAMSEY CITY CODE, WHICH CHAPTER IS KNOWN AS THE ZONING AND SUBDIVISION OF LAND CHAPTER OF THE CITY CODE AN ORDINANCE AMENDING CHAPTER 9 OF THE CITY CODE OF RAMSEY, MINNESOTA I I I I I I I The City Council of the City of Ramsey, Minnesota ordains: SECTION 1. AMENDMENT 9.23.12 Rum River Speed Restrictions Subd. 1 Purpose: Is is the purpose of the City of Ramsey to regulate the operation and speed of water craft on the Rum River from within the Ramsey City limits. The limitations contained in this ordinance are designed to prevent and limit the erosion which is occurring to the banks and shoreline of the Rum River within the City of Ramsey. The heavy wake from water skiing, jet skiing and speedboating creates wave action which is eroding the shoreline, banks, and bluffs along the river, is adverse to the public's interest in maintaining and preserving the shoreline. People swimming, canoeing and using the river more passively are placed in jeopardy by water skiing, jet skiing and speedboating. This ordinance is designed to protect the health, safety and general welfare of the public. Subd. 2 Definitions: The following words and phrases, when used in this section, have the meanings set forth below. "Person" includes an individual, partnership, corporation or any body of persons, whether incorporated or formed as association or not. b. "Operate" means to navigate or otherwise use a watercraft. I I I I I I c. "Watercraft" is as defined in M.S. §361.02, Subd. 7. "Slow-no wake" means the operation of a watercraft at the slowest possible speed necessary to maintain steerage and in no case greater than 5 mph. "Rum River" means that body of water located in the City of Anoka from its confluence with the Mississippi River upstream to the Ramsey City limits. Subd. 3 Regulations: No person shall operate a watercraft of greater than a slow-no wake speed on the Rum River from the Anoka city limits, upstream to the Oak Grove city limits. Any person who shall violate this provision shall be guilty of a petty misdemeanor. The slow-no wake zone shall be in effect 24 hours a day all year.
