I <br />I <br />I <br />I <br /> <br />ORDINANCE #97-_ <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 9 OF THE RAMSEY CITY CODE, WHICH <br />CHAPTER IS KNOWN AS THE ZONING AND SUBDIVISION OF LAND CHAPTER <br />OF THE CITY CODE <br /> <br />AN ORDINANCE AMENDING CHAPTER 9 OF THE CITY CODE OF RAMSEY, <br />MINNESOTA <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The City Council of the City of Ramsey, Minnesota ordains: <br /> <br />SECTION 1. AMENDMENT <br /> <br />9.23.12 <br /> <br />Rum River Speed Restrictions <br /> <br /> Subd. 1 Purpose: Is is the purpose of the City of Ramsey to regulate the <br />operation and speed of water craft on the Rum River from within the Ramsey City limits. The <br />limitations contained in this ordinance are designed to prevent and limit the erosion which is <br />occurring to the banks and shoreline of the Rum River within the City of Ramsey. The heavy <br />wake from water skiing, jet skiing and speedboating creates wave action which is eroding the <br />shoreline, banks, and bluffs along the river, is adverse to the public's interest in maintaining and <br />preserving the shoreline. People swimming, canoeing and using the river more passively are <br />placed in jeopardy by water skiing, jet skiing and speedboating. This ordinance is designed to <br />protect the health, safety and general welfare of the public. <br /> <br /> Subd. 2 Definitions: The following words and phrases, when used in this <br />section, have the meanings set forth below. <br /> <br />"Person" includes an individual, partnership, corporation or any body of <br />persons, whether incorporated or formed as association or not. <br /> <br />b. "Operate" means to navigate or otherwise use a watercraft. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />c. "Watercraft" is as defined in M.S. §361.02, Subd. 7. <br /> <br />"Slow-no wake" means the operation of a watercraft at the slowest <br />possible speed necessary to maintain steerage and in no case greater than 5 <br />mph. <br /> <br />"Rum River" means that body of water located in the City of Anoka from <br />its confluence with the Mississippi River upstream to the Ramsey City <br />limits. <br /> <br /> Subd. 3 Regulations: No person shall operate a watercraft of greater than <br />a slow-no wake speed on the Rum River from the Anoka city limits, upstream to the Oak Grove <br />city limits. Any person who shall violate this provision shall be guilty of a petty misdemeanor. <br />The slow-no wake zone shall be in effect 24 hours a day all year. <br /> <br /> <br />
