I <br /> <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />REQUEST PROPOSAL FOR ENGINEERING SERVICES <br />FOR BUSINESS PARK 95 IMPROVEMENTS <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br />A number of site plans have recently been approved or anticipated to receive approval for <br />industrial and commercial developments in the Business Park 95 area. These improvements <br />include the KCI office/warehouse to be located on Lot 3, Block 1, Oakridge Industrial Park, and <br />three developments all proposed to be all located south of McKinley Street in the Business Park <br />95 Fourth Addition. These site plans include: Amcon-West, a multi-tenant office building; <br />Precision Wood Products, an office and manufacturing facility; and a multi-tenant office building <br />for Point Investments. <br /> <br />In order to facilitate the development of KCI, Inc. in Oakridge Industrial Park, the street <br />improvements and storm sewer must be installed (the sanitary sewer and water are currently in <br />place). Street and utility improvements are currently in place for the Business Park 95 <br />improvements; however, an additional storm sewer will need to be installed along the north side <br />of the railroad to transmit runoff to the regional detention pond located on the Ramsey-Anoka <br />border. <br /> <br />In the past, we have selected qualified consultants based upon economic consideration. In 1996, <br />the City had similar work done by three engineering firms. All of these firms performed <br />satisfactorily. These firms are: <br /> <br />John Oliver Associates - In 1996, this firm did the design and project inspections for the <br />Fox Knoll 2nd Addition and eventually is performing the inspection work for the <br />extension of McKinley Street to the Commercial Asphalt property. <br /> <br />Hakanson Anderson Associates - In 1996, this firm did the sewer and water extensions <br />associated with Sunwood East and Sunwood West projects. This firm also did design and <br />project inspection for the Brandseth Addition. <br /> <br />MSA, Inc. - In 1996, this firm did the design and project inspection for the McKinley - <br />East water and street extension. <br /> <br />Recommendation: <br />It is Staff's recommendation that a Request for Proposal be sent to three engineering consultants, <br />including (1) John Oliver Associates, (2) Hakanson Anderson Associates, and (3) MSA, Inc. The <br />proposal should request an hourly rate with a not-to-exceed maximum amount for basic <br />engineering services and that selection and award be based on that basis. <br /> <br /> <br />
