§ 8.30 Sewage ~ti.~al systems <br /> <br /> shall prepare a sketch showing the dwelling unit or structure, the structure <br /> dimensions, an arrow indicating which direction is north, dimensions from two <br /> structure corners to the septic tank or septic tank and well. Said information <br /> further including the depth of the system, address of the property ~-d last known <br /> date of p~,mping shall be provided on forms provided by the City and shall be kept <br /> on file by the.pl~,rnbing inspector. Completed forms sh~11 be dated and signed by <br /> the homeowner and the inspector if other than the homeowner. <br /> <br /> Subd. 4. Non-Approved Systems. If upon inspection, it is discovered <br /> that any part of the system is not constructed or operating in accordance with the <br /> rn~nim~rn standards of this chapter, the pl,,mbing inspector or his designated <br /> representative sh~l] give written notification of the defects.' The owner/applicant <br /> shnl] be responsible for the prompt e]~r-~nation of all defects and no system shall be <br /> replaced in service until all defects have been corrected or eliminated. If such <br /> defects are not corrected, the system shall be declared a health hazard in <br /> accordance with {}8.30.08. <br /> <br /> Subd. ~ Tr~i,~ing ~nd Certification. The pl~nbing inspector or his <br />appointed representative(s) shall participate in training courses for local <br />inspectors as they are offered by state and local agencies and shall become certified. <br />A certification progr~ has been established by the Minnesota Pollution Control <br />Agency. <br /> <br /> Subd. ~ Licensing. No person sh~]] engage in the business of or <br />perform for others the service of soil and percolation testing and site evaluation, <br />installing, renovating, repairing, or pumping and cleanir~g sewage treatment <br />systems within l{~rnsey without first obtaining a license therefore. Installer <br />licensees shall be authorized to construct, install, renovate, repair, pump, clean <br />and othervzise m~t~ sewage treatment system.~ required in {}8.30.04 Sub& 6 and <br />{}8.30.05 Subd. 2 above. P-r~p-hauler licensees shall be authorized to p~rnp and <br />clean sewage treatment systems. So~1 scientist licensees shall be authorized to <br />perform soil and percolation tests and site evaluations. <br /> <br />A person desiring to obt~ any of the licenses described in {}8.30.05 Sub& 6. shall <br />submit an application therefore to the adr-~nistrator which describes his: business <br />and authorization to conduct such serv/ces; education, training certification, <br />registrations and exper/ence with respect to such services; n~rnber of persons <br />employed in performing such services; and such other information as may be <br />reasonably required by the adrnluistrator. Pr/or to the issuance or renewal of a <br />license, license application shall be required to demonstrate a 'knowledge and <br />understanding of this chapter. The City Counc~ may refuse to issue a license to <br />any applicant for reasons relating to the above factors and for other good cause. <br /> <br />Licenses issued pursuant. hereto shall be in effect for one year and shall be <br />accompanied by the payment of a license fee as established by Council resolution. <br /> <br />Licenses may be revoked or refused renews] for cause including, but not limited to: <br />practice(s) or installation(s) which are in v/olation of any pro~dsion of this chapter <br />or of any permit issued pursuant hereto; refusal on the part of the licensee to <br />correct defective work on a sewage treatment system which is installed or <br />renovated ~dthin this jur/sdiction.
