MRY-05-97 RON 08:05 RM STRRTRSYS

FSX 80. 6129370070

P. 03/03

Keith A. Kiefer

May 3, 1997

1. Many important accomplishments took place during my term. It is difficult to identify
a single accomplishment as the most important; history will truly answer this
question. However, I believe the retroactive moratorium on city sewer will have the
greatest impact on Ramsey citizens.

2. The most important personal contribution might be compiling data on the number of
cities using an at large council, ward system and a combination of both ward and at
large.

3. I'm frustrated and concerned about limitations placed on the city/charter
commission to provide unbiased information to the voters. Voters need information to
fully understand how their vote affects the community and their pocket book.

4. Three items would make the commission more effective:

- Education/training for commissioners (especially new commissioners)
covering their roles and responsibilities

-Education of the community on the commission's role in city government

-use of the Commission for its intended purpose

5. I would like the commission to determine if the city should transition to a council
elected by wards or a combination of "at large" and ward system, and, if this change is
determined to be in the best interest of the community, develope a comprehensive
plan on when and how to implement this to provide the least disruption and cost to all
parties concerned.

I
I
I
I
I
I
I
I
I
I

I
I
I
I
I
I
I
I
I
