- limit eligibility to successful completion of the class with a grade of C or better; <br />- specifying that if requests exceed the deparmaent's budget allocation the <br /> Department Head and City Administrator decide how to apportion the mount <br /> available; <br />- requiring both Department Head and City Administrator sign offs on approvals <br /> of classes and on requests for reimbursement. <br /> <br />The concerns of employees can be addressed through: - dissemination of the policy to all employees; <br /> ~ a check list of steps to follow to ultimately obtain reimbursement; <br /> - forms to be completed to request approval before registering for a class and <br /> for requesting reimbursement. <br /> <br />Staff Recommendation: <br /> <br />1. Staff recommends that members of the Personnel Committee review and discuss the <br />current and proposed policies. <br /> <br />2. If committee members can reach a consensus on the elements of the policy as <br />presented or modified after discussion, they should recommend that the City Council <br />adopt the policy. <br /> <br />3. Because of confusion about implementing the current policy, staff recommends that <br />the revised policy be retroactive to January 1, 1997. <br /> <br />Committee Action: <br /> <br />1. Review and discuss proposed policy. <br /> <br />2. Reach consensus on policy elements. <br /> <br />3.
