TOURNAMENT POLICY: A tournament "excludes" the general public from actively participating on Ramsey tax supported park facilities. It gives "exclusive use" to the tournament sponsor of City owned facilities used for said tournament and takes in dollars from participants and businesses to defray tournament costs for profit, or for a charity. The following policies, procedures, and fees apply to "Tournaments" where "exclusive" use of a park or park facilities is reserved by an individual or group for a specified period. It shall be the policy of the City of Ramsay to allow up to three (3) tournaments/special events per month, on weekends, during tournament season from May 1st until the end of organized programming of the facility by the Park Department. Individuals or organizations interested in sponsoring and/or conducting a tournament will make written application to the Park Department. No tournaments will be scheduled until the youth association(s) have submitted their requests. Any remaining weekend dates (not to exceed three per month) available could be scheduled by Non-Residents. Non-residents requests for the remaining available dates will be awarded after .Apri4 May. As a general rule,, Sponsors that have conducted tournaments the previous year may have first priority for those dates again the following year. E. A $I00.00 deposit shall be required with the tournament application. No exceptions. Fo The deposit applies to maintenance, clean-up, and any other damage that may occur to the facilities. If the facility is left in unsatisfactory condition after use, all or part of the $1OO.O0 deposit will be used to cover necessary expenses. If facilities are left in satisfactory condition, the entire deposit will be returned. City Staff will inspect the facilities the next business day after completion of the tournament. The sponsor of the tournament shall sign a statement accepting responsibility for operating the tournament in accordance with these policies and be financially responsible for guaranteeing p~tyrnent of any and all expenses for said tournament including required deposits and user fees. as well as additional costs for services and supplies provided by the City; licensing fee~; and payrnent of damag¢~, in full, resulting from theft or vandalism to any equipment or facilities during the rental period. The Park Department reserves the right to close a tournament with for-f-~ forfeiture of all monies at the time if any of the set policies are not adhered to or if any problems occur in the areas of fighting, abusive language, e~ harassment of residents or any park users.
