I <br /> I <br /> I <br /> ! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT <br />ACCESSORY STRUCTURES PRIOR TO THE PRINCIPAL BUILDING; <br />CASE OF HANSEN TREE FARM <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On April <br />perrrfit to <br />property. <br />Traprock <br /> <br />15, 1997, the City received an application from David Hansen for a conditional use <br />construct accessory structures prior to a principal building on the Hansen Tree Farm <br /> The property is generally located on the south side of 155th Avenue NW at about <br />Street. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br />h) <br />i) <br /> <br />Site location map <br />Site plan and concept drawing of pole barn <br />Letter to City from applicant dated April 5, 1997 <br />Letter from applicant to neighbors dated March 29, 1997 <br />Petition of support from area residents received April 15, 1997 <br />Draft Planning Commission meeting minutes dated May 6, 1997 <br />Proposed findings of fact <br />Proposed conditional use permit by City Staff <br />Proposed conditional use permit by Planning Commission <br /> <br />Notification: <br /> <br />Conditional use permits are required to be subjected to public hearings, and State statutes require <br />that all properties within 350 feet of the subject property are to be notified. Staff notified <br />property owners within 700 feet. <br /> <br />Observations: <br /> <br />The Hansen (Cut Your Own Xmas) Tree Farm has been in existence since 1952 and is managed <br />by absentee owners. They have identified a real need for some buildings on the property to <br />finally house their equipment and materials and provide shelter to employees during the seasonal <br />sales period in November and December of each year. Because it is a tree farm, there is a <br />substantial amount of mature tree screening in place. <br /> <br />It is anticipated that a 2,016 square foot metal building would be constructed in 1997, and a <br />2,400 square foot log building will be constructed by 2002. The Christmas season sales activity <br />would then be transferred to the log building. The combined square footage of the two buildings <br />does not exceed the 4,800 square feet allowed on parcels greater than 10.6 acres in size. <br /> <br />The Planning Commission conducted a public hearing on May 6, 1997 and there were no verbal <br />or written comments submitted. There was some discussion regarding whether or not the initial <br />building, the pole barn, should be partially sided with something other than metal. And, Staffs <br />recommendation that 1/3 of the exterior siding be something other than metal perhaps misled the <br /> <br /> <br />
