Consequently, the Planning Commission determined that if the building is to be considered commercial, then the conditional use permit should require that it be processed through a site plan review. For the record, staff believes this structure to be an agricultural one and only recommended 'dressing' up the lower half with something other than metal because of the potential for visibility from the public road when the pine trees lose their lower branches. Subsequently, the applicant supplied staff with a conceptual drawing of the building which identifies inclusion of soffit, fascia, 'front porch' overhang, and the establishment of shade tolerant evergreens to screen the lower half of the building. Recommendation: The Planning Commission recommends approval of the conditional use permit with conditions to require a commercial site plan review for both accessory buildings, restricting sales from November 1 to January I each year to christmas trees and related accessories for the holiday season. City Staff recommends approval of the conditional use permit with the initial pole barn as proposed, requiring a commercial site plan review for the log building only, and restricting sales from November 1 to January t to Christmas trees and related accessories for the holiday season.
