Staff Review Letter re KCI Site Plan April 29, 1997 Page 2 of 2 Off-Street Parking and Driveways - Design: The site plan identifies driveways, off-street parking areas, and loading areas that are proposed to be surfaced with bituminous and finished with B612 concrete curbing in accordance with City Code. Off-Street Parking - Spaces Required: City Code requires one parking space for each employee on the maximum working sh_i~ and one parking space for every 200 square feet of office space. The site plan indicates that a minimum of 20 spaces would be required to comply with City Code and 29 stalls are being provided. Loading Berth: In accordance with City Code, the regularly used loading area will be located on the rear or the east wall of the structure. Code requires a minimum of one loading berth for this size' structure, and three are proposed. Drainage and Grading: At the date of this writing, the City has not received a grading and drainage plan from the applicant. It is anticipated that a storm sewer will be available to handle the drainage from this facility along the northern and eastern boundaries of the site. The drainage plan should be prepared accordingly. On-site ponding does not appear to be foreseeable and is not being required. The drainage plan should avoid overland discharge onto the City street. The landscaping along the northern boundary should be reconsidered in light of the presence of a storm sewer along the property line. Architectural Standards: The building does not exceed the 35-foot height limit. The exterior walls are proposed to consist of a combination of rock face, smooth and break off concrete block which is in accordance with City Code. Lighting Plan: The site plan does not identify a lighting plan and should be modified accordingly. City Code states that lighting should deflect away from public streets and bulbs emitting in excess of 3000 lumens shall be so directed that the bulb is not visible from off the property where such light source is located. The Planning Commission will be meeting at 7:30 p.m., on Tuesday, May 6, 1997, at the P, amsey Municipal Center, 15153 Nowthen Boulevard NW, to review the proposed site plan.
