11.

Current development

An "overlay" map showing anticipated development in relation to the cover types; this map
should also depict any "protection areas,' existing or proposed, that will preserve sensitive cover
types. Separate maps for each major development scenario should generally be provided.

The following maps in the Ramsey Town Center AUAR depict the features requested for
this item:

· Figure 5.6, Minnesota Land Cover Classification System

· Figure 10.1, Wetland Delineation

· Figure 10.2 Comparison of Existing Land Cover and Preferred (Town Center)
Design

· Figure 10.3 DNR Public Waters

Because no physical development is associated with official mapping, an overlay map
showing anticipated development in relation to the cover types was not developed.

Fish, wildlife, and ecologically sensitive resources

a. Identi,1]d fish and wildlife resources and habitats on or near the site and describe how they
would be affected by the project. Describe any measures to be taken to minimize or avoid
impacts. The description of wildlife and fish resources should be related to the habitat
types depicted on the cover types maps (of item 10). Any differences in impacts between
development scenarios should be highlighted in the discussion.

b. Are any state-listed (endangered, threatened or special concern) species, rare plant
communities or other sensitive ecological resources such as native habitat, colonial
waterbird nesting colonies or regionally rare plant communities or near the site?

X Yes No

If yes, describe the resource and how it would be affected by the project. Indicate ifa site
survey of the resources has been conducted and describe the results. If the DNR Natural
Heritage and Nongame Research program has been contacted give the correspondence
reference number. Describe measures to minimize or avoid adverse impacts.

For an A UAR, prior consultation with the DNR Natural Heritage program for
information about reports of rare plant and animal species in the vicinity is required. If
such consultation indicates the need, an on-site habitat survey for rare species in the
appropriate portions of the A UAR area is required. Areas of on-site surveys should be
depicted on a map, as stwuld any "protection zones" established as a result.

The Ramsey Town Center AUAR, Item 11, noted that there are five known
occurrences of the Blanding's turtle- a state-listed, threatened species in
Minnesota- to the north and west of the Ramsey Town Center site. The closest
record of the Blanding's turtle is located approximately 1/2 north of the Ramsey
Town Center project area. The documentation in that document satisfies the
consultation with the DNR Natural Heritage program requirement for this

RAMSEY TH 10 CORRIDOR AUAR 13
