X Yes No <br /> <br />Is yes, describe the plan, discuss its compatibility with the project and explain how any conflicts <br />will be resolved. If no, explain. <br /> <br />The A UAR must include a statement of certification from the RGU that its comprehensive plan <br />complies with the requirements set out at 4410.3610, subpart 1. The A UAR document should <br />discuss the proposed A UAR area development in the context of the comprehensive plan. If this <br />has not been done as part of the responses to items 6,9,18,21, and others, it must be addressed <br />here; a brief synopsis should be presented here if the material has been presented in detail under <br />other items. Necessany amendments to comprehensive plan elements to allow for any of the <br />development scenarios should be noted. If there are any management plans of any other local, <br />state, or federal agencies applicable to the AUAR area, the document must discuss the <br />compatibilibd of the plan with the various development scenarios studied, with emphasis on any <br />incompatible elements. <br /> <br />As noted in the Ramsey Town Center AUAR, Item 27, the City of Ramsey certifies that <br />the requirements of Minnesota Rules 4410.3610 for using the AUAR procedure for <br />environmental review have been met with the February 26, 2002, Comprehensive Plan <br />Update. <br /> <br />City of Ramsey Local Comprehensive Plan-The Ramsey Comprehensive Plan, as <br />amended in 2002, generally supports the approach of official mapping. Some specific <br />elements of the City's Comprehensive Plan that pertain to official mapping are included <br />in Section VI Transportation Element, Framework and Goals. Some examples of goals <br />established for the transportation plan include: <br /> <br /> · Provide a safe and efficient transportation system in and through Ramsey. <br /> <br /> · Provide adequate transportation capacity for traffic on public roadways <br /> through better system management. <br /> <br /> · Manage access along public roadways to ensure adequate levels of safety and <br /> capacity, particularly along arterials <br /> <br /> · Expand and improve highway capacity along Trunk Highway 10 and 47 <br /> <br />Critical Area Plan and Comprehensive Management Plan for the Mississippi River <br />National River and Recreation Area (MNRRA) -- The Study Area for this AUAR is <br />includes a portion of the state-designated Mississippi River Critical Area Corridor and <br />the federal Mississippi National River and Recreation Area (MNRRA), a unit of the <br />National Park System. The area recommended for official mapping in this AUAR <br />contains only a very small segment of the MNRRA designated land (see Exhibit 1'. <br />Ramsey THIO CorridorAUAR StudyArea, near Sunfish Lake Blvd. NW and TH 10). <br />Official mapping will have no effect on the Critical Area or the MNRRA lands.
